On April 2, 2024 in Bishkek city a commission visit was carried out on Shota Rustaveli Street, 59a regarding the introduction of excavation works without permits (warrant).


The commission consisted of representatives of MP "Bishkekglavarhitektura", PEU "Bishkekvodokanal", municipal administration of Leninsky district, municipal inspection of the Mayor's Office of Bishkek city and road supervision department of the Department of Road Supervision of the Department of Internal Affairs of Bishkek city.


It was established that during the excavation work on the part of the citizen, the asphalt concrete sidewalk of the sidewalk and roadway was destroyed. Also works on connection to engineering networks were performed with violation, in one trench (trench width 0.90m) laid two engineering networks - water supply and sewerage, which contradicts the Construction Norms and Regulations (SNiP).


As a result, the Road Supervision Department of the Bishkek City Department of Internal Affairs issued a protocol against the owner of the facility Erkinbek Esekeev under Article 177, Part 1 and Article 178, Part 3 of the Code of Offenses of the Kyrgyz Republic.


Also from the side of the municipal inspection a protocol will be drawn up in respect of the violator under article 179 part 2, article 177 part 2 of the Contravention Code of the Kyrgyz Republic and from the side of MTU №5 - under article 120 of the Contravention Code of the Kyrgyz Republic.


As a result, the commission made the following decisions:

- Department of Transport and Road Infrastructure Development - to send a letter to the State Inspectorate for Environmental and Technical Safety regarding the verification of the availability of design documents for the construction of the facility and for connection to engineering networks;


- Production and Exploitation Department "Bishkekvodokanal" - not to connect the above mentioned object to the city engineering networks;

- Municipal Inspectorate - to oblige the violators to restore the asphalt concrete pavement to the full width of the roadway.


In addition, with the violators conducted explanatory work on the restoration of asphalt concrete pavement, on the need to conduct layer-by-layer compaction of soil to asphalt concrete pavement.


It should be noted that unauthorized damage to the roadway is a violation of the law. Measures will be applied to violators of urban infrastructure in accordance with the legislation of the Kyrgyz Republic.
