According to Article 27 of the Law of the Kyrgyz Republic "On Local State Administration and Local Self-Government Bodies", one of the issues of local importance is the placement of advertising on the territory of the relevant locality in accordance with the procedure established by law. This procedure is defined by the "Law on Advertising".

However, in accordance with Article 14 of the Law "On Advertising", which regulates the features of outdoor advertising, outdoor advertising on the territory of cities, aiyl aimags and other territories is carried out in accordance with the requirements of the legislation of the Kyrgyz Republic in the field of local self-government and is subject to coordination with the authorized body in the field of transport, as well as with the territorial security unit traffic in the right-of-way lane. It should be noted that the approval procedure with bodies not provided for in this norm is not required.

Also, Chapter IV of the Law of the Kyrgyz Republic "On Advertising" regulates issues of state control and self-regulation in the field of advertising. Thus, in accordance with Article 26, the state control over compliance with the legislation of the Kyrgyz Republic on advertising by monitoring advertising materials is carried out by the state antimonopoly authority.

Thus, it follows from the above norms that the local self-government bodies of the city of Bishkek, represented by the Bishkek City Mayor's Office, do not have the authority to coordinate the placement of outdoor advertising and are not listed among the coordinating bodies, and do not have the authority to monitor compliance with the legislation of the Kyrgyz Republic on advertising.

It should be noted that the Mayor's Office will support the initiative to introduce changes providing for strengthening the role of LSG bodies in the procedures for approving outdoor advertising placement.
